How to Become a Supplier
When new products or services are identified, or when an existing contract is to be re-competed, Buying Solutions initiates an EU procurement process for the supply of goods or services within a framework agreement or managed service.
As a rule, tenders are subject to the international obligations of the European Union and World Trade Organisation. This usually involves Buying Solutions giving early formal indicative notice of tender, followed by a formal notice of tender.
Tenders are advertised in the Official Journal of the European Union (OJEU), previously known as OJEC, which is published every weekday from Luxembourg. Any organisation can register its interest provided it can meet the stated criteria. A list of organisations to be invited to tender is then drawn up and invitations issued. There is no guarantee that a particular organisation will be included. Notice of the contract award will be published in OJEU. Unsuccessful tenderers are informed in writing and can request a full, confidential debriefing, which is often valuable for future tenders.
Buying Solutions derives an income from the products and services supplied through framework agreements which is collected by the supplier from the customer. The average commission rate charged on framework agreements is 0.6%.
