Who can access this framework agreement?

This framework agreement can be only be accessed by the following organisations:

  • NHS Bodies
  • NHS trusts (including PFI healthcare buildings and facilities)
  • Strategic Health Authorities
  • Collaborative Procurement Organisations

Background

We worked closely with the London Procurement Programme (LPP) in the development of the procurement strategy for a Building and Engineering Maintenance Services framework agreement. This is the first framework agreement of its type; giving all 402 NHS trusts across England access to a framework of service providers covering 12 Lots of activity.

It meets the needs of the NHS and its diverse set of requirements from one Trust to another, by providing the flexibility and the choice for users to access individual Lots, or a fully managed service.

Framework overview

The framework was awarded on a regional Strategic Health Authority (SHA) basis, and on a Lot by Lot basis and provides access to 62 suppliers in the following twelve categories: 

  • Lot 1 Cooling and Refrigeration - Chillers, Condensers, Split Air Conditioners (A/Cs)
  • Lot 2 Air Handling Units, Filters, Ventilation and Extraction
  • Lot 3 Lifts, Escalators and Conveyance Systems
  • Lot 4 *
  • Lot 5 Water Systems – Servicing, Legionella Testing, Thermostatic mixing valves, Water Hygiene and associated plant
  • Lot 6 Fire Systems – 6.1 Fire alarm systems,
  • 6.2 Fixed fire fighting equipment,
  • 6.3 Suppression fire extinguisher systems,
  • 6.4 Portable fire appliances,
  • 6.5 Sprinkler systems
  • Lot 7 Boilers and associated plant
  • Lot 8 Building Management Systems & Automatic Control Systems
  • Lot 9 Security, Access Control, Intruder and CCTV systems
  • Lot 10 Uninterruptible Power Supply (UPS) and Generators
  • Lot 11 11.1 Portable Appliance Testing (PAT),
  • 11.2 Fixed Installation Testing
  • Lot 12 Automatic Doors
  • Lot 13 Fully Managed Building and Engineering Maintenance Service

* Please note that Lot 4 – Hoists and Cranes, was withdrawn from the tender process.

To place an order

Customers can place orders under the framework agreement through using one of the following options;

Direct Call Off or Further Competition.

Due to the huge range of equipment in use across the NHS, this framework gives NHS bodies the flexibility to run Further Competitions in order to address their specific requirements.

Pricing and Costs

The framework provides pricing information based upon hourly rates with the exception of Lot 11.1 Portable Appliance Testing – price per test and Lot 11.2 Fixed Installation Testing – price per circuit.

Specifications

The framework utilises output based specifications throughout with the following exceptions

  • Lot 6 Fire Systems 6.1 – 6.5 individual specifications for 5 different maintenance requirements.
  • Lot 11.1 Portable Appliance Testing
  • Lot 11.2 Fixed Installation Testing

The scope of the framework categories is governed by a range of legislation, regulations and guidance. All participating suppliers were required to demonstrate compliance with the requirements of associated legislation for each category.

Case Study

King’s College Hospital was the first London trust to take advantage of the framework. They ran a further competition for a three year fully managed service under Lot 13. In this case study they share their experiences and learning.
