BT Netstream Corporate
The BT Netstream Corporate Scheme provides public sector organisations with access to a range of BT private circuits at substantial discounts. By aggregating public sector demand, Government Procurement Service has been able to enter into a commitment with BT that triggers eligibility for a much higher rate of discount than public sector customers could achieve through independent procurement initiatives.
From January 2011 the discount from standard tariffs has been increased to 39% and is available to public sector organisations without any commitment or risk or on their part
About the Scheme
The Netstream Corporate commitment contract with BT for private circuits was increased from the original commitment for £1million per year in 2006, to £1.5million in 2007, and then to £25million from January 2011 triggering eligibility for the maximum level of discount (39%).
In return for this commitment, BT treats the public sector (with the exception of Utilities and Charities) as a single customer, "The Crown", represented by Government Procurement Service, with the eligible public sector organisations as subsidiaries. The full definition of the eligible organisations is given in the BT Netstream Corporate Terms and Conditions.
The agreement is defined by a Memorandum of Understanding between Government Procurement Service and BT. The approach is similar to BT Premier Value which has been in operation since 2004.
It consists of:
- The Netstream Corporate contract, signed by BT and by Government Procurement Service on behalf of the public sector
- The Memorandum of Understanding defining the agreement
- Amended Terms and Conditions of the BT Netstream Corporate contract defining the public sector as a single customer ("The Crown") and the eligible public sector organisations as subsidiaries.
How the Scheme Works
Existing circuits
Where customers already have private circuits of the type covered by Netstream Corporate, they will be re-assigned from the current contract to this scheme. The customer will immediately benefit from the 39% discount level. The customer will be expected to honour any residual term of the original contract.
New Circuits
Orders for new circuits should be placed through an appropriate framework agreement, such as Telecom Networks, stating that the order is being placed under the terms of the BT Netstream Corporate contract. They will be assigned to this scheme and receive the 39% discount.
Private Schemes Covered by BT Netstream Corporate
The following BT services are eligible for inclusion within this agreement, as defined in the Netstream Corporate section of the BT Price List, see link below:
- DealerStream 7-13
- KiloStream and KiloStream N products
- MegaStream 1, 2 and 8 (standard and Genus variants)
- MegaStream services of 34Mbit/s or more
- MegaStream LongLine Aggregate
- KiloLine, KiloLine N and MegaLine products
- KiloStream Assured Restore circuits
- CitySure
- CircuitSure
- MegaStream Ethernet
- LearningStream Ethernet
IP-based circuits such as LES and EES (LAN and Ethernet Extension Services) are not eligible.

How to Apply
Customers wishing to participate in this scheme should contact their BT Account Manager in the first instance, who will arrange for a Validation Report. This is necessary to establish the customer's inventory, build and contractual situation in relation to the private circuits and confirm their eligibility, to ensure a smooth transition to the new scheme. The BT Account Manager may refer to the BT Netstream Corporate team to confirm details of the process.
Following BT's assessment of the Validation Report, the BT Account Manager will give the customer a Letter of Request to complete and send to Government Procurement Service, together with a schedule of the circuits to be transferred. This will take into account any existing commitment contract the customer may have, following advice from the BT Netstream Corporate team. Government Procurement Service will then finalise the contractual details with BT, the circuits will be transferred to this scheme and the customer will obtain the higher discount.
