- develop a Service Level Agreement (SLA) with appointed Framework Agencies and
- realise efficiency savings opportunities through Volume of Business Level and exclusivity discounting
The implementation pack also provides an overview of a number of different approaches that can be developed by NHS organisations to either quickly use the framework agreement or to set up a project team to identify and work with participating suppliers that can meet local requirements effectively.

The Agency Worker Placement Checklist, issued by Framework Agencies to NHS trusts upon request, provides NHS trusts with reassurance that the proposed Agency Worker is being supplied in accordance with the compliance requirements of the NHS terms and conditions of contract and relevant quality standards. It should accompany each CV supplied by an appointed framework agency for a particular booking.

We recommend that NHS trusts request their chosen appointed Framework Agency to complete this checklist for every booking.

NHS terms and conditions of contract
The NHS terms and conditions of contract are the legal conditions of contract which all appointed framework agencies have agreed to comply with when supplying Agency Workers under the framework agreement to NHS trusts.
These terms and conditions reflect the legal requirements for supplying temporary clinical workers into the NHS and other public sector areas and provide both parties with a commercial foundation under which to operate.
These terms and conditions have been previously agreed by all participating suppliers and any requested amendments by suppliers should be rejected and notified to your NHS PASA contact for review and advisement.
A printable version of the NHS terms and conditions of contract can be found here.
A variation to the NHS terms and conditions of contract effective from 13 November 2009 can be found against the following link:
